This paper will discuss some aspects of recent policy towards the telecommunications industry in the UK. Specifically i will largely be concerned with policy towards the basic voice telephony service over fixed networks and how the intorduction of local network competition and the manner of its introductions affects this policy.
Local competition is now a fact in the UK and a few other countires and many subscibers in Britain currently have a choice bewteen BT, the cable companies, Mercury (or Cable & Wireless Communications as it is now), Ionica and others to provide their connection to the public network. (In addition, they may connect via a mobile network, but this lies outside the scope of the paper).
